I am trying to download a pass from a template I am currently working on but the QR code won't scan.

It sounds like you are trying to scan the QR code from the preview in Designer.

That only displays a static placeholder QR code though, to see the distribution QR code you need to switch to General tab, make sure "Distributable" is toggled and click the issue link below this option.

That will take you to a preview page and from there you will be able to scan the actual content of the QR code or click Save to iPhone/Android device to view and scan the distribution QR code.
